DIGITAS and PGDM Formalize Strategic Collaboration to Advance BitSukuk and Islamic Digital Finance Ecosystem
KUALA LUMPUR, 21 May 2026 — In a move signaling growing momentum for Malaysia’s blockchain-enabled Islamic finance sector, DIGITAS (Labuan) LLP and Pertubuhan Generasi Digital Malaysia (PGDM) officially signed a Memorandum of Understanding (MOU) to establish a strategic collaboration framework focused on BitSukuk, blockchain infrastructure, and the broader Islamic digital finance ecosystem.
The signing ceremony, held in Kuala Lumpur, brought together representatives from both organizations to formalize cooperation aimed at accelerating blockchain-enabled Islamic investment infrastructure and tokenized Sukuk development under Malaysia’s evolving digital economy landscape.
The agreement was signed by Zukhairi Md Osman on behalf of DIGITAS and Datin Seri Harnie Mohamed representing PGDM.
Under the agreement, both parties will collaborate on the development, implementation, and expansion of blockchain-based Islamic investment and fundraising ecosystems leveraging BitSukuk infrastructure.
According to the signed MOU, the collaboration framework covers several strategic areas including:
-
-Tokenized Sukuk infrastructure
-
-Blockchain and smart contract technologies
-
-Digital investor onboarding ecosystems
-
-Shariah-compliant fundraising structures
-
-Islamic digital asset infrastructure
-
-Cross-border Islamic fintech implementation
-
-Digital capital market infrastructure development
DIGITAS, a Labuan-based blockchain and Islamic digital finance infrastructure partnership, positioned itself in the agreement as a technology partner, BitSukuk infrastructure provider, and blockchain tokenization architect.
The document further outlined DIGITAS’ strategic role in:
-
-Blockchain ecosystem development
-
-Tokenization infrastructure deployment
-
-Smart contract implementation
-
-Digital Sukuk operational architecture
-
-Digital investor onboarding frameworks
-
-Islamic digital asset enablement
The collaboration also aims to align future initiatives with Labuan IBFC frameworks and internationally accepted Islamic finance principles, emphasizing regulatory compliance, AML/CFT obligations, and Shariah governance requirements.
The MOU highlights the increasing convergence between blockchain technology and Islamic finance, particularly as institutions explore tokenization models capable of supporting transparent, programmable, and globally accessible investment ecosystems.
Industry observers note that initiatives such as BitSukuk could potentially position Malaysia and Labuan IBFC as emerging hubs for regulated Islamic digital finance infrastructure, especially in the areas of real-world asset tokenization, digital fundraising, and programmable Sukuk issuance.
The agreement remains non-exclusive and provides a framework for future definitive agreements, which may include:
-
-Joint venture agreements
-
-Technology partnerships
-
-Tokenization agreements
-
-SPV structures
-
-Revenue-sharing arrangements
-
-Regulatory advisory engagements
The MOU will remain effective for five years unless terminated earlier by either party.
The collaboration reflects a broader trend across ASEAN and the Islamic finance industry toward integrating blockchain infrastructure with regulated financial ecosystems to modernize capital formation and cross-border investment participation.
DIGITAS has increasingly positioned itself within the institutional blockchain and Islamic fintech sector through initiatives involving BitSukuk, IDACChain blockchain infrastructure, digital asset ecosystems, and programmable finance technologies.
PGDM, meanwhile, continues to advocate for digital transformation and technology empowerment initiatives within Malaysia’s growing digital economy ecosystem.
As digital finance adoption accelerates globally, collaborations such as this may serve as an early indicator of how Islamic capital markets could evolve toward tokenized, digitally native investment ecosystems in the coming decade.
